THA Minority Queries THA Procurement Practices

The Tobago House of Assembly’s Minority Council is standing by its promise to address the procurement practices of the Farley Augustine-led administration.

During a Media Briefing on Thursday, Minority Leader Kelvon Morris said a report was filed with the Office of Procurement Regulation providing information on a contractor who was awarded two contracts from the THA.

“We believe is critical to them unearthing, to them following, to them investigating what were the real circumstances that saw a contractor unable to complete a design build finance contractual arrangement with the very client that is the Tobago House of Assembly for $25 million and an evaluation committee fully aware of that knowledge what would have allowed them, what would have convinced them to turn around and award a contract for over $186 million under the same terms.”

Mr. Morris maintained the real issue lies with the Evaluation Committee who he believes is not taking accountability. He said the Minority requested information on the processes involved in this contract and to date no response was received.

“The person who now controls the financial management of Tobago’s resources was one of the persons who were part of the Evaluation Committee that made that award of contract to the contractor who failed to complete that contract at Lammy Road.”

Recently, People’s National Movement’s Tobago Council Political Leader Ancil Dennis also highlighted the matter. He claimed that a contractor who did not complete the $25 million Lammy Road project because of financial constraints was reportedly awarded a $186.86 million contract from the THA for 20 two-bedroom units, 20 three-bedroom units, five apartment buildings, and ten duplexes. Mr. Dennis called on the THA Minority to further pursue the matter.
