Enhancing Government Performance Management

The competitive advantage of any nation is linked to the strength of its institutions and their ability to efficiently and effectively implement government policy.

This according to Minister of Public Administration, Allyson West speaking at the graduation ceremony for over 150 public sector officials on Government Performance Management Systems (GPMS).

The Commonwealth Advanced Training Programme equipped participants with practical tools and techniques to enhance performance management systems within the Government.

Minister West noted that the programme which involved Permanent Secretaries, Heads of Departments, Directors and Research Officers among others, is a critical one for the public service.

“The GPMS presents a multi dimensional comprehensive results based approach to measuring and managing performance in the public sector and is aligned with generally accepted performance principles, which provides guidelines for creating highly effective Government institutions. It means adopting policies that promote and enabling environment for results based performance management in our drive to navigate national development.”

Minister West added that her own Ministry has also been implementing strategies to enhance its performance.

“For our part of the Ministry of Public Admin, we have been working closely with the Commonwealth Secretariat, making arrangements to deploy the smart software to support the commitment for results. The potential benefits which have already been outlined by the permanent secretary in his earlier address are benefits that will redound to the improvement of Trinidad and Tobago and assist all citizens in securing the level of services from the public service in the manner and within the timeline that they are required.”

The Minister said with this, T&T has now joined the community of over 2000 officials across Africa, Asia, the Pacific and the Caribbean who have benefited from this training programme.
